http://www.howtogeek.com/howto/5473/make-aero-peek-display-instantly-or-disable-it-in-windows-7/ has some good tips and you can follow the instructions to disable this behavior.

Whenever I switch video power-modes (causes re-init of something) I get the same issue.
Also often my wallpaper disappears and becomes all black.
Me too. Dell XPS1340, NVIDIA Hybrid SLI, Win7 Ultimate 64-bit, upgrade from Vista-64.

Nope; I have an entirely up-to-date Windows 7 Professional machine with exactly this behavior. The only way I've found to keep the Alt+Tab list on top is to disable Aero Peek altogether.

This mysteriously stopped happening. Now the alt tab preview sits above the peeks. Maybe an update fixed it.

Windows 7 Alt Tab bug

Video is self explanatory.

The last sub title was cut short: "Without the previews, ALT TAB is degraded to trial-and-error window switching. Very frustrating!"

Afterthought: Shouldn't the timer for showing the window peek reset win you press tab to switch to a different window? If I let alt tab rest on a given window so I can get a peek, then I determine it wasn't the window I wanted, why should I have to instantly peek at all other windows when pressing tab?
